Charlottesville Public Housing Association of Residents

Founded in 1998, PHAR’s mission is to educate and empower low-income residents to protect and improve our own community through collective action. PHAR is focused on community organizing and advocacy around housing issues effecting people living in public housing in the city of Charlottesville. PHAR is unique because the board is made up of public housing residents with a majority of board members being black women.
